The Adentan High Court 2 has directed that Greater Accra Regional Minister, Linda Obenewaa Akweley Ocloo, be formally served with a motion seeking to have her cited for contempt of court over an alleged breach of an injunction concerning a disputed parcel of land designated for the proposed relocation of the Dodowa Market.
The court further ordered that a hearing notice be delivered to the Minister, requiring her to appear and explain why she should not be punished for allegedly disregarding the court’s earlier directive.
As part of the process, the court approved substituted service, allowing copies of the motion and hearing notice to be posted on the Adentan High Court’s notice board and at the Minister’s residence, or handed to an adult present there. Additional copies are to be served on the Chief Director of the Greater Accra Regional Coordinating Council and published in the Daily Graphic.
The application was filed by Bernard Oduro through his attorney, Felix Mishio Ankonam. According to court documents, Mr. Oduro secured an interlocutory injunction in October 2025 restraining any development on the disputed land until the substantive case is determined.
However, he alleges that despite the injunction, portions of the land were cleared and levelled in April 2026, with those carrying out the work reportedly acting on the instructions of the Regional Minister. He further claims that although some workers were arrested by the police, they were subsequently released after the Minister intervened.
Mr. Oduro maintains that the Minister was fully aware of the pending case and the injunction but insisted that work on the site should continue because of the planned relocation of the Dodowa Market. He is therefore asking the court to rule that her actions amounted to deliberate disobedience of a valid court order.
The matter has been adjourned to June 24, 2026, for further proceedings.
