The Institute of Statistical, Social and Economic Research (ISSER) has urged the government to prioritize strategic revenue mobilization measures and structural fiscal consolidation in the upcoming 2027 national budget to safeguard macroeconomic stability.
In its preliminary economic briefing ahead of the fiscal policy presentation, ISSER researchers emphasized that broadening the domestic tax base, eliminating administrative leakages, and tightening expenditure controls remain critical for meeting debt-servicing obligations and funding sustainable development initiatives. The institute noted that while Ghana has made measurable progress in stabilizing inflation and rebuilding foreign exchange reserves under ongoing economic recovery programs, persistent fiscal deficits and public debt pressures require unyielding discipline in public financial management.
Economic analysts at the institute further recommended increased capital allocations toward productive sectors such as agriculture, infrastructure, and digital technology to stimulate broad-based growth and job creation. Policymakers have been encouraged to foster deeper consultations with private sector stakeholders and civil society organizations to ensure that the 2027 fiscal framework balances revenue generation needs with measures to protect vulnerable households from rising living costs.
