The National Executive Council (NEC) of the Universities Teachers Association of Ghana (UTAG) has given the government until June 30, 2026, to resolve several outstanding conditions-of-service and welfare issues affecting lecturers and staff in public universities.
The decision was reached during UTAG’s quarterly meeting held at the University of Health and Allied Sciences (UHAS) in Ho, where members expressed concern over delays in implementing agreements and settling outstanding payments.
Among the key issues raised are the government’s failure to sign the Interim Salary Adjustment Agreement, delays in resolving post-retirement contract and staff rollover challenges, unpaid Online Teaching Support Allowance (OTSA) for Research Fellows and Academic Librarians, unpaid salary and promotion arrears, delays in the 2026 Book and Research Allowance, and outstanding payments owed to some staff of the University of Media, Arts and Communication (UniMAC) and the University of Environment and Sustainable Development (UESD).
UTAG is demanding immediate action to address these concerns, including the implementation of the salary adjustment agreement, settlement of all arrears, payment of outstanding allowances, and resolution of staffing and payroll challenges affecting public universities.
The Association warned that if the issues remain unresolved by June 30, its branches across the country will begin consultations within five working days to obtain approval from members for possible industrial action, in line with the Labour Act and UTAG’s constitution.
While reaffirming its commitment to dialogue and negotiation, UTAG stated that the continuous failure to honour negotiated agreements is eroding trust in the collective bargaining process and could threaten industrial harmony within Ghana’s tertiary education sector.
