Ghana School of Law monopoly ends as Mahama signs Legal Education Reform Bill

President John Dramani Mahama has signed the Legal Education Reform Bill (2025) into law, bringing an end to the Ghana School of Law’s 66-year exclusive control over professional legal training in Ghana.

The new law allows accredited universities to offer professional law programmes, a major change many stakeholders have advocated for over the years.

Since October 1958, the Ghana School of Law had been the only institution authorised to train students for the Ghana Bar, creating limited access for many law graduates seeking professional legal education.

Under the reform, universities that meet national accreditation standards can now run professional legal training programmes, expanding access and reducing pressure on a single institution.

The move is being hailed as a major milestone in Ghana’s legal education system, offering new opportunities to aspiring lawyers and promoting a more inclusive approach to legal training.
